This is hardly surprising. Thousands of people have been cheating on residency and citizenship applications for decades, since there are few consequences to their conduct. The most serious sanction theyface is to lose citizenship, which they were not entitled to anyway, but they do not face any criminal charges. In essence, those who cheat have little to lose, so there is a built in incentive in the system for people to misrepresent their residency in Canada. A regulatory change is necessary. Changes could include an increased period to qualify for citizenship, a link to filing of income tax returns, and use of technology to track entries to Canada. Also, the government could allow only citizens to sponsor relatives
