NEW IMMIGRANT GUIDE RAISES EYEBROWS

See article below. How much does this exercise cost the taxpayers? Do they really think that anyone will read it? Or even if they read it, will they change their ideas or customs? This is really stupid. It would be much more productive (and cheaper) for the government to recruit immigrants who are already in tune with Canadian fundamental freedoms and values, rather than admonish people who may not even care about reading a government publication. And this is done after immigration is granted? Is not that "after the fact"?
