This is long overdue. The Investor program was in hiatus for two years, and in general it was useless program for the economy. It allowed organized criminals from around the world, especially from Russia and China, to see Canada as a place where they could park their family and run to in case of trouble. Others who took advantage of the program were criminals from former Yugoslavia, those connected to the regime in Iran, and others with connections to dictatorships from around the world and ready access to bogus financials. It was always questionable.
The Quebec program will hopefully follow suit, as it is nothing but a back door to the rest of Canada, few if any of the "investors" ever stay in Quebec. Anecdotal evidence suggests that some who landed in Quebec left for Toronto ion the same day. Good riddance.
