AGENCIES CLAIM HUGE DROP IN CAREGIVER PROGRAM

This is quite interesting, because demand is high, but anecdotal evidence of program abuse is common. Many LCP applicants were previously aided by "agencies" that placed them into jobs on a "wink-wink, non-nod" basis, meaning that caregivers claim to be living in the premises but, with the consent of the families, were living outside the home, usually with relatives who brought each other to Canada.One difficulty is that the Philippines, unlike other countries, has made exporting people its main source for foreign remittances, so the government has a vested interest in encouraging outbound migration.
