Globe and Mail article today confirms what it has long been suspected: the IEC is probably the worst part of the Temporary Foreign Worker Program, not the best as the government claims. It is common sense that when they issue "open" Work Permits to young workers from abroad, they will actively seek employment in the labor market. Contrast that with the other parts of the TFWP where workers are attached to one specific employer. It is mind boggling why the government continues to harp on the IEC's virtues while tightening employer-specific Work Permits, be it under LMIA or under exempt categories. They have it exactly backwards. Here is the link:
